1 Cut rectangular opening on poster board, leaving approximately 3” border.

2 Cover poster board with paint. Dry 1–2 hours. Add second coat. Dry 1–2 hours.

3 Sketch and cut out construction paper balloons, noise makers, party horns, and message bubble. Glue to poster board.

4 Add details and New Year’s message with markers.

5 Add sparkly details with glitter glue. Dry 3–4 hours.
